Infrastructure and Biocombustibles: Threats and Challenges

With the objective to develop analyses about the possible impacts of the infrastructure and the biocombustibles in the Amazônia, 16 organizations of Brazil, Europe and United States had been congregated in the June end, in Manaus, to define agenda, strategies and ordinary shares. Analyses of specific workmanships had been considered and the proposals of the Program of Acceleration of Growth (PAC in portuguese) and the Initiative of Integration of Infrastructure South American Regional (IIRSA), with emphasis in the local and regional impacts and in the results for global climatic changes.

During the meeting activities and analyses of the organizations front to the subjects infrastructure and biocombustibles had been detached, also bringing strategical questions in defense of the biodiversity of the Amazônia and its ecological development and socially adjusted. Connections between the local work in some regions or front to some enterprises and national and international actions had been established, amongst them the identification of the possibilities of incidence on the European Bank of Investments (BEI in portuguese), in alliance with Bank Watch and Both Ends.

Also had been argued the importance to prioritize the Campaign "Alive the Madeira River Live" in the cities of Amazon localized on the edges of the river, through the incidence of the Group of Amazonian Work (GTA in portuguese), with the support of the Center of Partner-Ambient Support (CASA in portuguese) and other organizations. After the information of GTA and of the Coordination of the Indigenous Organizations of the Brazilian Amazônia (Coiab), was established that it is basic to follow the processes of elaboration of studies on the BR-319 (Manaus - Porto Velho), also supporting initiatives in Rondônia and Amazônia.

The question of the agrarian fuel’s expansion was extensively debated, resulting in a proposal of joint between the diverse initiatives where are involved some of the participants organizations, in the levels local, national or international. As guiding it was defined necessity of elaboration of territorial studies to evaluate, with exemption, the transformations decurrent of the agrarian fuel’s expansion and the effect of the displacement of the farming activities for more sensible areas. These studies also aim at to qualify the debate of the actors of the civil society in spaces of definition of public politics, financing and international interlocution on the subject.
