World Cup or Sugar Cane?

The States of Mato Grosso (MT) and Mato Grosso do Sul (MS) fight for the title of State of  Pantanal to bring the Fifa World Cup - 2014, but come together to destroy the paradise with sugar cane plantations
 

Information about the possibilities of the installation of alcohol and sugar plants in the Upper Paraguay River Basin (UPRB), Pantanal´s place, appears again through changes in legislation. The lasted information is that the Minister of Civil House and presidential candidate of the Republic, Dilma Rousef, received the governor of Mato Grosso, Blairo Maggi, and Mato Grosso do Sul, André Puccineli to handle the matter and agreed in demand by these plants.

Remember, Puccinelli and Maggi are also campaign for the FIFA choose one of the capitals of their respective states - Campo Grande and Cuiabá - to one of the venues for the World Cup of 2014, which will happen in Brazil. It is without a doubt, at least strange, because at the same time trying to convince the organization of football up with arguments based on environmental values - in Mato Grosso do Sul is the slogan "COPANTANAL" - but trying to force permission to install degrading activities on Pantanal through legislation changes.

Resolution of the National Council on Environment of 1985 (01/85 Conama), prohibited the presence of new sugar-alcohol ventures in the BAP. The decision was based on the fact that the risks of damage to different Pantanal ecosystems are enormous. The National Water Resources Policy, established by Federal Law No 9433/97, has as one of it reasons, the river basin as a right unit plan to establish the waters country conservation. The National Plan for Water Resources, in implementation, is the prerogative of the National Policy. Remember, the Minister of Environment Carlos Minc has strongly opposed the idea. He understands clearly the negative consequences that may result from the release.

The Pantanal, as a plain, depends crucially on the quantity and quality of water that are produced and come from all basin area. The spirit of Conama resolution is to allow the conditions, to follow the dynamics of water ensuring immense biodiversity, also generates life, work and income for thousands of people. Tourism and fish tourism depend on this process and, moreover, are the largest generators of jobs. The sugar cane will worsen this condition and will not offer the same quality and quantity of work generated today by these activities.

Large stretches of sugarcane monoculture with the use of biocides, as other regions case, and potential pollution of industry, as sugar and alcohol, should be kept outside the basin. Should also consider that the deforestation will be even more further, as the steel industry case avid for charcoal. These are reasons that lead the historical struggles that began almost 30 years.

Until now, the Zoning Agroecológico of Cana, presented several times as the appropriate solution to location for business, has stages and movements unknown by society because it was not discussed publicly yet. This suggests that may from it womb arise a law based on principles of interest to specific sectors and not of society, including the permission to increase the damage to the Pantanal.
